It does look like it's in a concrete structure -- maybe a basement or a parking garage. My basement isn't heated and most parking garages I've seen have open windows to let the exhaust fumes escape. Is your parking garage or basement heated?
Our gov't hides veterans on waiting lists until they die, so I wouldn't assume that a tent provided by the gov't would be heated even by January. The odds are greater that it would be air conditioned.
Alternatively, they could send her to Gitmo. She'd be warm and treated much better there than in Newark. At least, we seem able to treat dangerous terrorists more nicely than that.
