In the Marines everyone does things about 2 or 3 ranks above what would happen in other services. Army A-teams have commissioned officers, USMC recon teams are run by an NCO.
Marine NCO’s are given tasks that would be given to officers elsewhere. And this goes right up the food chain.
A major probably does command that unit which is a section of a larger command.
The USMC has the lowest officer to enlisted of all the services.

An O-4 is in charge of one of the Marine Corps most important training venues? I highly doubt that. It is one of the many 'courses' at Camp Barrett, aka the 'venue'. He isn't in charge of the venue, just IOC.
