Rules never apply to them.

Can we regulate NPR and the Huffington site?

NPR, Huffington Post, al Jazeera and the entire MSM, with the exception of Fox, are moderate, mainstream voices of civil discourse. Fox, Rush Limbaugh, FR, etc. are extreme, partisan, borderline violent political operations that need to be regulated for the public's protection and to foster free and fair elections. Fox may be able to avoid regulation if they move their program content closer to the moderate middle.

If you were a low-information voter, wouldn't this sound reasonable?
