Will Holder seek extradition of the perp to prosecute them here? (fat chance of that)

Perp is dead, but no, he wouldn't. He overseas the Office of Justice for Victims of Overseas Terrorism, however by most accounts the rewards, prosecutions and such don't apply in cases of Americans killed in Israel, other than listing the attacks. To my knowledge the reward has never been posted for a death in Israel as does elsewhere. My guess it didn't apply to the Bengazi deaths either, that being a reaction to a film, not terrorism.
