it will be up to individual states to decide what to do if these travelers fail to self-report, Ha....so individual states can decide what to do
SO just deem ALL THOSE ILLEGAL IMMIGRANT CHILDREN flocking across the borders as "NON SELF-REPORTING" individuals....
1. Arrest them
2. Incarcerate them for 21 days
3 Deport them back to where they came from...

Ha...Obama previously instructed the various states to "Deem the illegal immigrant children as homeless"....so they can attend local schools without any medical documentation....
so the various States just "DEEM THEM RIGHT BACK" as "Non-Self Reporting Individuals"....and deport them pronto.
