There should be a place that potential ebola exposure cases could go to wait out the 21 days.
There would be no way that I would return to my apartment after working on an Ebola patient.

Hospital employees and other health care workers should demand a room on hospital grounds, or a safe place to stay when returning to this country from W Africa , so they would not contaminate their homes.
i collect antiques, and I would rather live in the street for 21 days rather than risk my collection, and my dogs, being destroyed. I would not want to go near my husband during that time period.
I also think a 21 day quarantine should be mandatory for health care workers returning from W Africa.
