Jeffrey however was not elite..and the murder of a poor girl just trying to make a living is looked on with anger by ordinary folks, so there is grass roots anger too.

In 1977 I was appointed as the USMC “observer” for a Marine who “rolled a drunk” in Okinawa. Observe was all we could do and the idiot knew that he was subject to Okinawan law. Naturally, he was drunk and thought “a little sport” would be a fun thing. Bad idea.
