The presidential executive orders issued to control outbreaks of disease, as they are in place, cannot override the Constitutional responsibilities nor laws passed by congress and signed into law.

The presidential executive orders issued to control outbreaks of disease, as they are in place, cannot override the Constitutional responsibilities nor laws passed by congress and signed into law.

Our current Federal Administration no longer follows 'the law', unless it is convenient.

Obolacare was passed by Congress. It has provisions for outbreaks that concentrate the power in the President or those he chooses to delegate.
