The articles say that three (not four) exposed people are quarantined. They are using the hospital as a quarantine site. It does not say that they have contracted Ebola.

Had a quick glance at your link, and one of the commenters below the article mentioned this:

Ebola is also in Oslo. Norwegian nurse has been diagnosed with it. Check NRK website. I should state that she was in infected in Sierra Leone (worked for Doctors Without Borders) and a special plane has just arrived in Oslo carrying her. Can hear the ambulance and police sirens now as she's transported to a secure unit at the local hospital.
