You can also cause unrest in a country when the government is doing nothing to stop the influx of a deadly disease and fails to do everything it can to protect its citizens.
Was the Obama regime hoping that the government of Israel would fail when it was isolated? I don’t recall any worrying about unrest to failing governments then.
