I think this is more of an overall strategy by the White House.
President says something stupid (purposely), VP does the same (purposely), and it gives the press a small opportunity to divert attention away from the serious things the WH is doing.
Look at how successful the WH has been in enacting their agenda, more successful than any other modern day president. They get an A+ for their overall tactics.

I think Harry Reid has some issues upstairs too, and I’m not being funny - there’s seriously something going wrong with him mentally. Could be dementia, Alzheimer’s, or just getting very senile. I think there are a few older republicans in similar shape. All of those are basically ‘puppets’ that probably have no idea where they are half the time, and a staffer probably tells them how to vote on any given issue.

He had brain surgery (twice, I believe) for a brain aneurysm. I have a surgeon acquaitance who tells me only a small minority of people having that surgery emerge with completely intact brain function. He's not one of them.
