How about telling the Surgeon General of the United States that this public health issue is his top priority, and giving him authority to direct the various bureaucracies as needed?

Mr. Obama wants to appoint a part time doctor and full time entrepreneur and political crony to be Surgeon General.
While the process is blocked by the obvious flaws in this cheesy hustler, the Office of Surgeon General is the natural and traditional leader on big medical issues.
If you spend a lot of time and raise a lot of money for Mr. Obama then the next Surgeon General could be you.
