The problem with this theory is that the guy started applying for a visa probably three months before, then bought a ticket as soon as his visa came in, about two weeks before he left. He wasn’t exposed till just a couple of days before an already-booked trip.
So the trip simply cannot be a consequence of the exposure. Though arguably he should have not taken the trip after being exposed, he could not have known he was infected.
The opinions of the Liberians quoted are interesting, but they are neither medical personnel nor psychics, so I’m unlcear why they opinion on the matter is particularly relevant.
What I’d like to know is where the money for the ticket came from.
He probably got the woman in Africa pregnant, got the woman in Texas pregnant and only God knows how many other kids are running around that are his. Government, don’t let him stay in America like Obamas aunt, uncle etc. send him back the day he is released from hospital. If his friend, wife, kids want to see him, they can travel to Africa and not allowed back in for visiting and Ebola infested country.
This is what SHTF looks like on a small scale.
Desperate people will do desperate things in desperate times.
Imagine what 1000 cases would do.
Plus it's unlikely that he would have exposed his girl friend and their children, the way he did.
But if it can be proved that he thought he had the disease, then he should be prosecuted both in Liberia and here.
And in any event we should restrict travel from people who have visited affected countries.
I’d like to know what kind of ethics would allow people to say that his desire to have First World health care trumps the right to survive of at least dozens of people in another country. He could have at least admitted to exposure.

They don’t spit out visas in a week.
No doubt he did not know he was going to get Ebola when he applied for the visa and I’m sure he had to present a round trip ticket to get the final chop, but he did know of his exposure before he left.
I’m sure he quit his job because he did not intend to return..jobs are few and far between in Liberia and he had a good one.
As an aside..the Counselor Office he got the visa from is probably staffed mostly by Liberian’s. It is likely that he used contacts or a bribe or both to get his visa.

He could have been banging Liberian skanks for all we know just days prior to helping the walking dead head to the already packed hospital..
Anyone with connections in the US would likely be applying for a visa to get out of there. For him the timing worked out.
Someone died from Ebola that he had direct contact with and he knew it. I believe he had a good idea what he was doing.

They usually don’t spit out visas in a week. But remember this is Liberia. Think of what $$$ can do in that country.
