What about the hundreds of “lesser risk” folks that this individual came into contact with?

Yes, and there is the "rub". Don't get me wrong, I am hoping for the best and that this goes away, really I am.

My big concern is if the virus is actually contagious like say - 1 day - before symptoms. Just 1 day. And what happens if the "low risk" person (who might not even be on the radar screen), works an 8 hour shift at a fast food restaurant that day - then goes to a movie?

An that is what the REAL CONCERN is .. that is , the unknown since this virus is spreading faster than most.
The belief that you are not at the contaigion level until you experience symptoms is based on prior Ebola contagious rates .
However, this is exceeding the spread rate of previous Ebola outbreaks; virologists expected rates of 1.5 , but the actual rate is 2.0, or about 1/3 faster than previous rates.
Therefore the disease doubles every 18-21 days, instead of every 28-30 days as previously demonstrated by its previous history.
