This has probably been carried in the Texas newspapers, but is this Duncan character on any form of welfare?

Not yet. He just got fired from his job in Africa, which is why he decided to come to the US. He knows he can just enter the USA and get taken care of for the rest of his life.

He's a Liberian citizen who came to visit his son and his son's mother. According to a timeline, it is his first visit to the U.S.
