He is probably right, though. His handling of the crisis in general painted him as weak in a dangerous world.
So people were ready for someone who was confident and unafraid.

Maybe but if I recall correctly the rescue plan had some pretty hairy details, like machine gunning crowds to get out if need be.
Plus Carter was an embarrassment and sucked in many additional ways.
