The 4 super clinics are all to serve super research centers that contain these deadly diseases and researchers who could become infected, so they are located close to the lab itself, the one in Emory is almost next door to CDC research labs.
Yeah and even before this I thought having such centers in major cities was foolish. People make mistakes. Maybe not today but someday so better to minimize risk.
