With the added enticement that there is a good chance you won't get caught at all and end up paying nothing.

If any reporter wants to document/evidence Forest Service neglect, he must first pay the FS for permission to do so or face a fine.
I get it. It’s something like not being able to afford Obamacare, or not wanting your personal information spread across the interweb, so you pay them a penalty for not having health insurance.

Basically, the nonsense from our government must be permanently eradicated, preferably from the top down, but if necessary, from the bottom up.
Allowing government agencies to get away with such absurdities must be stopped. The only problem is, most Americans just don’t care or are not inclined to risk “rocking the boat” to do what is right.
So sad. This country is finished, IMO. All signs point to it.

Sounds to me like the makings of a nice lawsuit against the Feds. First Amendment rights and all that and freedom of the press.
