Wasn’t Rove sincerely believing that the GOP would hold the Congress in 2006 all the way through election day? He’s always been overrated.
Yeah, I remember him being on the radio and TV predicting the GOP would pick up something like 25,749 House seats using his GOTV system that worked so well in 2004. Many here on FR believed him(I was one of them), which made the shock even worse on the day after. I don’t believe he was heard from again for a few months after that.
