Bottled chlorine gas is used in water purification. Just bring the cylinders to an upwind location and vent. There are pictures from WW1 showing this being done on the Western Front. However, unless the enemy is concentrated in a relatively small area (or a building, etc.), it is hard to achieve a “field” (or lethal) concentration this way. And if the wind shifts, the attacker becomes the attacked.
ISIS probably used up a lot of chlorine gas in making this attack and might have difficulty repeating it. Once might be enough if it sufficiently damages Iraqi Army morale.
The defense is gas masks with combat (vice training) filters. But chemical (gas) warfare has been outlawed, so who carries gas masks any more, right? I imagine the Iraqi Army is scrambling right now to issue/obtain gas masks.
Any doubt remaining as to what these ISIS bast*rds would immediately do if they got hold of real WMDs (chem/bio/nuclear)?
There is no gradualism or half measures with ISIS. How long will it be before the Western Powers realize that we don’t have the time needed to train up the Free Syrian Army/Peshmerga/etc. to do this work?

There was a story last week of a shell exploding and killing a bunch of ISIS.
From what I’ve read there are a large quantity of artillery shells containing chlorine in Iraq.

Not necessarily. The Iraqis were being lazy and now they are paying for it. Experience is indeed the best teacher - some will learn no other way.
