The Cost/Benefit analysis of neutron vs. hydrogen is leaving valuable architecture/infrastructure intact.
Neutrons would fit better here as the cockroaches seem to hide under important infrastructure: dams, airports, refineries.

Aside: Yesterday it was reported that Japan had 60,000 people over 100 years of age. I guess all that fall out had minimal effect.
