While usually off the mark, and certainly weak for the era, he was the author and main protagonist for: The Carter Doctrine.
A brilliant piece of Statecraft when it was needed.
Not only did it fit perfectly for the time, it STILL APPLIES TODAY and POTUS would do well to cite it.
It's as important as the Monroe Doctrine.
