US President Barack Obama says he has the legal authority to order US airstrikes on Islamic State (IS, formerly ISIS) forces in Syria, according to sources present at a dinner with foreign policy experts at the White House on Monday.
Obama thinks he has the legal authority he needs to expand action in Iraq and Syria under the War Powers Act, according to Jane Harman, the president of the Woodrow Wilson International Center for Scholars, who told the Washington Post about the dinner.
Another attendee of the dinner, former undersecretary of defense for policy Michèle Flournoy, told the paper Obama said he is committed to striking IS wherever their strategic targets are.

Congress does not have the authority to “grant” anything that violates the Constitution. The only way you can countenance this is if you countenance the scrapping of the Constitution.
So, he admits to sitting on his @$$ rather than striking ISIS leadership?
Then you go file your case with the court and take it to the Supreme Court against the war powers act.

Damn, you were reading my mind. Your observation will be proven fact one of these days.
In my opinion ISIS is a Turk/Saudi/State operation. The original intent was to deny Iran its Syrian window onto the Mediterranean Sea. If it coincidentally increased pressure on Israel, that was a bonus.
I don’t think any of the partners cared about the foray into Iraq. Destabilizing a Shia government in Baghdad didn’t upset them. It is only the really bad PR they are getting that has caused them to want to try and “manage” ISIS. But I’ll be surprised if their response isn’t calibrated to increase the pressure on Assad, the original goal. They already used the ISIS crisis to remove Maliki in Baghdad. The end goal is still a government in Damascus that is friendly to the Turks and the Saudis. And preferably more hostile to Israel.
