More than 300 layoffs planned at North Texas Job Corps Center in McKinney

The North Texas Job Corps Center is part of the U.S. Department of Labor's national program, which helps train students for jobs.

Layoffs at the North Texas Job Corps Center in McKinney will affect 300 positions a little more than a month after Dallas news station Fox 4 investigated allegations of abuse at the facility.

The cuts were revealed in two letters to the Texas Workforce Commission filed under the The Worker Adjustment Retraining and Notification Act. The notices said NTJCC expects to lay off 240 workers, while Fluor Federal Solutions will eliminate 79 jobs connected to the center. Layoffs are effective Oct. 31.

NTJCC houses and provides job training for hundreds of students ages 16 to 24. Students do not pay tuition, as the program is funded by the U.S. Department of Labor through taxpayer money. An estimated $45,000 in taxes is used for each student, equivalent to four years at the University of Texas at Austin, Fox 4 said.

Fox 4 reported Aug. 12 that enrollment at the center was halted until at least Oct. 31 amid reports of alleged violence against and among students, including instances of assaults, violence and drug abuse. Students were allowed to stay on the NTJCC campus, but many left, the station said.

Accusations were made against NTJCC concerning alleged mismanagement, fraud and cheating, the station said. Fox 4 said on Aug. 19 that the Department of Labor declined to renew its contract with Career Opportunities Inc., which ran the facility.

The layoffs at the center will affect employees with Career Opportunities and its subcontractor, McConnell Jones Lanier & Murphy LLP, which provides help in business–community interaction, food service and information technology to NJTCC, according to its website. Calls to the company were not returned by press time.

NTJCC Director Lana Kite declined to comment Monday to the Dallas Business Journal.

Fluor Federal Solutions is laying off 79 employees and closing its facility at NJTCC after it's contract was not renewed by the Department of Labor. The company isn't offering the affected employees any bumping or relocation services, according to a WARN letter.

Fluor Federal Solutions also didn't return calls for comment by press time.

NTJCC is part of a national program, which is celebrating its 50th anniversary.

No doubt these contracts were awarded by pure cronyism, not competitive bidding.
