Doesn’t sound like excessive force to me, although there is that little bit about demanding the keys to search the car, when he didn’t have a right to force that. I thought that LEOs couldn’t just search your car without jumping through some hoops, I can’t remember what.

Normally can’t search except incident to arrest. Not clear if the guy was under arrest at the time. There are other instances when it is allowed but details are not in the article to make a judgement.

Don't think they wouldn't run that story, for real. It showed the depths of corruption in Chicago when I learned that the actual gang members, through the revruns and alder creatures, have received unaccounted-for millions in taxpayer dollars to "police" their own violence.

I don’t think so, it’s still going on, Rahm just allocated more money for this scam, so it hasn’t been officially identified as a scam yet. Already one of the revruns or alder creatures can’t account for a million or so.
