Yes it is a big deal.
And if far advanced civilizations exist elsewhere in the universe, they could very well communicate this way and or by other means. This possibly could be why traditional RF radio signals have not up to this point, been detected.
Yup. RF waves are too slow and degrade to quickly. Any advanced civilizations almost certainly use something far superior. (My bet is modulated neutrino/tachyons.)
