I’m guessing DeBlasio threatened to pull their permits if they didn’t.

That would explain a lot and seems to be the most likely reason for the change.

I don’t know. It seems that the group that will be marching is affiliated with NBC, and that NBC threatened to pull its television coverage if they weren’t allowed to march under the homosexual banner.
