The predictable and unavoidable problems associated with this asinine and arrogant approach to ‘leadership’ are more apparent all the time.
I guess the OJT ‘Presidency’ was not such a good idea.

In the absence of any set policy, besides putting his head in the sand, a good strategy would be to note for everyone of our guys you murder, I will ensure 5000 of your guys suffer the same fate. If you amp up the count to multiple hundreds, I have no choice but to provide you with a lethal dose of radiation.
