I’m still trying to figure out why anyone would care enough about the answer to this question that they thought it might be worth $3 MM to find out.
They probably don't care. They simply wanted a way to get free money.
"Hmm, how can we get a federal grant for doing nothing that takes no skill and requires no credentials...and that's guaranteed to get approval?"
