Just a caveat.
Making bioweapons, especially in quantity, does not necessarily take a lot of equipment or money. It does require a lot of knowledge and precise attention to detail in processing.
These are not traits the jihadist mindset tends to promote, to put it mildly. Believing that it will work, regardless of what you do, if Allah wills it so, is not a recipe for efficiency.
OTOH, effectively weaponizing bioweapons DOES take equipment and money, in addition to expertise. The US and USSR did it during the Cold War. ISIS is very unlikely to be able to do the same. Might be easier to build a nuke.

Unlike AQ, ISIS has plenty of money from all the banks they’ve overrun and the black market oil they’re selling (about $2 million a day coming in). I’m sure they could buy equipment and expertise if that’s the route they decide to take.
