Perhaps the USA should do like we did in WWII. When it appeared the Japs might invade and capture Hawaii all cash sent there had HAWAII printed on it in bold letters. If The Japanese had taken the islands the cash would have been declared worthless and nonredeemable.
Perhaps it is time to print IRAQ on money sent there.
