We know where these facilities are and we have their P&IDs in the US. Who do you think designed and built them?
We do not have to destroy them outright but just bomb their utilities and lights go out, pumps stop and control valves close and crude flow stops. Bomb crude loading facilities.
Sheesh, what are we waiting for?
