Actually I think that's what he wants. He is pushing the Israeli strategy which sees centralized regimes like Assad's with Russian backing as a bigger threat than the rabble of ISIS.
Secular ME strongmen who have always made loud noises about Israel clearly like keeping them there as a whipping boy to unite their people, while there's no doubt the true believers & their caliphate will actually obliterate Israel when they have the capability.
