Congress needs to demand the opportunity to debate the war. This is a war with a declared state, not some shadowy “terrorist” group. They’re organized along state lines and need to be treated that way.
Declare war formally and fight them like Sherman did - humiliate them, turn the populace against them, destroy their economic and financial centers (which aren’t necessarily in the same location and may simply be individuals) and use the Geneva Convention to do it. Hang as spies/saboteurs combatants out of uniform after harvesting any needed information.
These executive office shadow wars are an abdication of Constitutional duty.
