Note that the Founding States had made the Constitution’s Clause 1 of Section 7 of Article I to clarify that the House of Representatives uniquely had the power of the purse to stop corrupt alleged presidents like Obama from acting unilaterally from the people’s federal representatives.
However, Obama’s first Democratic-controlled Congress foolishly totally defeated the purpose of the purse clause when it passed the constitutionally indefensible Stimulus Program bill, essentially giving Obama a blank check to do as he pleases, Congress be damned.
Can Congress undo the bill, and second, why isn’t the Constitution the last word? If there is a link that explains it, it might be easier for you.
