Blacks make up 13% of the US population. How is 25% "underrepresented"?
Based on my own recent jury duty summons, I don't think that even 2% of the jury pool was African American. Based on county demographics, that's a small fraction of the number that should have been called.

Quiet! If they aren’t on the jury duty roster, they are not likely registered to vote!
Actually though, in a perverse way, by not being registered and taking their turn as jurors, they are screwing their “men” who are coming before the bar of justice in large numbers. I vote, I serve on juries, and I have and will put you away if the evidence says you are guilty and it has nothing to do with the color of your skin!
