The point is instead of sitting home which is he usual pattern in of year elections this motivates blacks and a lot of low information voters in the RAT base to show up to keep Evil Racist Tea Party Republicans from winning. Wont take much to turn close races. Like NC senate, LA senate etc etc.
They are not trying to Get Out The Vote. They are trying to maximize the vote fraud.
It is pretty easy to get somebody to the polls to vote once. Civic duty and all that... But to get him onto a bus so he can go from polling place to polling place and vote all day, that takes a little more doing. He has to feel like he is correcting an injustice to rationalize such an action.
I think it will motivate the whites, Hispanic (legal/hardworking-not illegals) and Asians to turn out in really high numbers. With welfare blacks at < 13% of population, if BOTH sides get motivated I think it’s going to be a conservative landslide.
