Good catch, doesn’t look like “hands up”.
It would seem they were down as the ME said that several bullets entered and exited and entered again, that seems almost impossible if the arms were up.

The torso shots are only to the right marginal side of the body.
Might that be indicative the officer may have primarily intended a drop shot and not a lethal (center mass) shot?
Stand w/ your hands and arms to your sides. How does one hit the back of the arms where the bullet entries are diagramed?
Can only hit the back of the arms if hands are up or if he had back turned to shooter.
Stand up w/ arms to your side...
Not saying it means squat...except that you can not shoot the back of the arms from a frontal position if the hands are not up.
