Couple of years ago we had a gang of kids working our neighborhood, breaking into cars and taking cigarettes and change. I saw a policeman next door and said....this is a good neighborhood WTH? He said this is the perfect neighborhood. Everyone works and is in bed by 10-11 pm. No ones out and around to see them.

I know exactly what you’re talking about. Here, the police catch them and the judges let them free. They’re under 18 so nothing happens to them and their record is clean.
