Serious. It would stop a lot of aggressive behavior of the 'professional police'. The whole 'professional police' thing is a relatively new thing, and the country did without them for most of America's history.
Some specialist officers regularly carry weapons in Britain. It's not like here, where every Barney Fife gets issued a Glock.
