a) Obama too inept to even try to build a coalition or

If I were the US military I would not want to give ISIS time to wire the dam with explosives. This is a hugely important water and electric dam. The disasterous effects would suck us even much more than we already are with rescues and rebuilding not to mention still trying to get rid of ISIS.
Why not give diplomacy a chance? /s
