Sure you can. Not in Germany or in France, but people wear Nazi symbols, get Nazi tattoos, fly Nazi flags all the time in the U.S.
The only speech that needs protecting is offensive speech. So if you see something that offends you, it is probably protected, otherwise, what would be the point of Free Speech?
Put a Confederate flag in your truck? Wear an American flag on Cinco de Mayo? Carry a Nazi flag in Skokie?
As it depends on where you are, I’m not sure the free speech thing applies. Incitement of racism was used to ban those, but will probably not be used here.

I am not allowed to fly an Irish flag at least at the same height as the American flag. The Texas flag can be flown at the same Height because it’s Texas...no, because it is a republic.
ISIS is, or should be, a listed enemy of the state. No way can it be flown.
I might be wrong but I’m not looking it up right now. So sick of political correctness and giving to others while Americans are getting screwed.
Please, by all means, if you are sympathetic to the struggle of ISIS, fly a flag at your home. Furthermore, I recommend you wear an armband with the ISIS emblem when you are out in public.

As a practical matter you cannot. My friends did, and got a visit from the FBI. That was a long time ago.
