I don't think that Cruz has ever publically referenced Congress's constitutional Article I, Section 8-limited powers for example.

Who said anything about the job being easy? Note that Cruz's remedy for conservatives to take back control of the federal government is obviously the easiest and best short-term remedy. But then Cruz becomes silent.
