As far as the Constitution is concerned, he is President, the constitutionally outlined procedures having been followed, even if imperfectly and incorrectly.
The Constitutional remedy is impeachment and removal, followed by repeal of whatever he signed and countermanding of whatever executive orders by a successor. The Constitution provides for no annulment.
