They left him in handcuffs the entire time on the video. His hands were still cuffed when they put him on the stretcher. I reviewed the video a few times and it looks like they had had him uncuffed by the time the medic arrived.

Do you suppose that they removed the cuffs because he had become unconscious? Besides, it was NYPD policy not to use the choke hold or use such tactics "such as sitting or standing on a subject's chest, which may result in chest compression, thereby reducing the subject's ability to breathe.":

At four minutes in the above video the EMT is checking for a pulse on his left wrist. It appears that there is some type of extender on the cuffs. The right bracelet is not on his right wrist but it is connected to something.
At around five minutes she places her hand on his abdomen to check that he’s breathing. She also does that again before he’s placed on the stretcher.
