He wasn’t part of a plan of a thousand, it was just him obsessing that he alone and his 2 or 3 (or once 5) extra illegal votes could change elections, it is a strange crime.
I’m not suggesting he was part of a plan. I do think, though, that there are many people who do this sort of thing.
