The owners of two dogs that mauled and killed jogger from Livonia last week are in the country illegally and have been fighting deportation proceedings for several years, according to media reports.
Now, Albania national Valbona Lacaj, 44, and her Italian husband, Sebastiano Quagliata, 45, may face involuntary manslaughter charges, the Detroit Free Press reports. Their Cane Corso dogs attacked and killed Craig Sytsma, 46, as he jogged past the couples Metamora home on July 23.
It was the third attack by the large Italian dogs mastiff-type dogs the American Kennel Club describes as noble, majestic and powerful in presence since 2012, Lapeer County Sheriffs Det. Jason Parks told The Detroit News.
The dogs, which reportedly have an aggressive history, were unattended and freely roaming the neighborhood when they attacked Sytsma. A witness told police that he yelled at the dogs as they mauled Sytsma, and when they didnt respond, he went to the house to get a gun and fired a warning shot, which deterred them only temporarily, said Parks, adding that consensus among experts is the dogs have a propensity to attack and cant be rehabilitated.
The dogs are currently quarantined, and the Lapeer County Prosecutors Office is recommending euthanasia. That order is expected Friday.
Its unclear whether the citizenship status of the two dogs owners will affect criminal charges, the Free Press said. The Lapeer County Prosecutors Office is expected to announce a charging decision yet this week.
Quagliata arrived in the United State on a tourist visa in December 1996, and Lucaj gave an immigration officer a $3,000 bribe to grant her political asylum from Albania in 1997, the Free Press said, citing court records. As Lucajs spouse, Quagliata also received asylum.

Anything is better than being defenseless. But, I agree probably all of us would like something heavier in that sort of a situation.
They just might turn out to be the wrong kind of illegal aliens. So they should worry a law or two might be enforced.
A .32 acp in the boiler room will take em down just fine. All day long. A .38 or 9mm will do it magnificently.
And with a money back guarantee for almost instantly if its a contact shot. Their “toughness” is simply a part of the trite persona and culture of people who love to imagine how tough their dogs are, and by extension, them too.
While I think you are right on caliber selection, the real issue is hitting the dog with any shot while it is biting your shooting hand and breaking all the bones in that forearm.
The only way I see to accomplish this is to shoot the dog before it gets close enough. This is way outside the 7 yard range for a man with a knife, maybe 10 yards.
Who is going to back me up legally if I shoot a dog who growls at me from 30 feet away?

Nice idea, but I just imagine that it runs afoul of the equal protection clause of the Constitution. And even if it didn’t, some RDDB judge would say that it does and commute the sentence before it starts.
What about three strikes and you're out laws? The repeat offender is going to court less equal than others. (not that I care)
Well, a lawyer did tell me (in those early days after 9/11) that ALL are subject to the protection of the constitution, whether they are citizens or not.
That sort of annoyed me at the time, and I’m not sure she was correct, since we were discussing an article re: military tribunals that was written by lawyers who were much more prominent than she.
So, I’m not sure, we need to ask some lawyers I suppose.
I think if it were crafted properly it might hold up.
Charge em, convict em and give em long sentences. When they get out, deport em.

I think there there are exceptions for those captured “on the field of battle.” I further believe that the problem in the ME is that the Geneva Convention deals with soldiers of a nation or state, but the muzzie fighters were not uniformed soldiers so the lawyers got into a pi$$ing contest over the “legalities” of this particular situation.
