Struck down by courts packed by the democrat party. The time for testing is done. The time for reestablishing the Constitution and outlawing the outlaw party has come.

"Such tests were tried and struck down." All voters would have to take such a test, not just immigrants. So such tests wouldn't be discriminatory. In fact, a simple test consisting of no more than 10 questions could be administered with a driver's test.
