Boehner Tries To Resuscitate Dying Border Bill

In the Speaker's lobby just off the House floor, members of Congress were full of recriminations over how the border bill had just died -- until it sprang back to life.
House leadership has announced a 3pm special conference meeting to discuss the issue and raised the possibility of additional votes before the House departs for summer recess.
The change is an abrupt shift from a decision to pull the bill and leave without a vote on it at all. According to Republicans familiar with the matter, the decision prompted a sudden and fierce backlash against Speaker John Boehner from rank-and-file members who wanted to be able to tout passage of the bill to constituents over the summer break.
In particular, members said, the House shouldn't leave without even taking a vote -- raising the prospect that the measure may come to the floor, only to be defeated as House leaders knew it would be hours earlier.

It’s called back room dealing and stuffed envelopes.
Think all of that 3.74 B is really for the border? You can count on at least a billion of it being divied up between congressional members and tax free at that.

I think you are right. I don’t know of any part of the Constitution that says the Speaker must even be in Congress.

From what I understand, the Constitution does not forbid a sitting US Senator from being voted Speaker of the HouseGood point. In fact, I don't think it even requires the Speaker of the House to have been elected to Congress.
Article 1. Section 2. ... The House of Representatives shall choose their Speaker and other Officers;...
While it's certainly reasonable to select one of their own members, I don't believe it requires it.

The Members are free to nominate and elect any US Citizen, age permitting of course.
My choice would be former Florida Rep., and retired Lt. Col. Alan West, with permission to carry his loaded sidearm on the Floor of the House.
