OK, skip my opinions about Chris Cillizza specifically and WaPo in general, and go right to the big issue: What is wrong with people, people in general (including us, BTW) who believe that "no prior executive experience" is not a disqualifier for the Presidency?
In the past, a track record of executive accomplishment was a big plus. Now, not only is it not necessary, it is somewhat of a negative.
When "Obama" came into office, the Europeans and the American intelligensia were absolutely PEEING THEIR PANTS with excitement about how well he would manage the Executive Branch.
Forget that he's a Kenyan. Forget that he's a commie. Forget that he's a muslim (or, more likely, an atheist).
THERE WAS NO REASON TO BELIEVE HE COULD MANAGE HIS WAY OUT OF A WET PAPER BAG.
Why did such a large number of otherwise clever people ever believe otherwise?
A media-driven but largely self-induced hysteria? I really can't answer...
